The STH Company has signed a contract for a feasibility study on the High Speed Rail from the STH Junction – i.e. Solidarity Airport – through Płock to Włocławek. This over 120-kilometre section is part of the “Northern Central Trunk Line”, which is an extension of the Central Trunk Line towards Kujawy and the Tricity.
The contract covers a Feasibility Study (FS), i.e. the necessary pre-design documentation, for a fragment of the so-called STH Spoke No. 1. Section STH – Płock – Włocławek is another railway route under preparation by STH, leading through the Mazowieckie Voivodeship, but at the same time it is the first investment of this company in Kujawsko-Pomorskie Voivodeship.
The STH Company signed a contract with the consortium of IDOM Inżynieria, Architektura i Doradztwo, BBF and Arcadis selected in a tender procedure. The agreement is worth over PLN 38 million net. The length of the planned route is approximately 122 km.
Thanks to this STH rail investment, trains will initially travel at speeds of up to 250 km/h. However, the design speed assumed for this section is 350 km/h. This is the value to which the maximum speed can be increased in the future without altering the trackbed or changing the curve geometry.
Płock is a textbook example of transport exclusion. The radial distance between Warszawa Centralna (Warsaw Central Station) and Płock railway station building is a mere 94 km. Nevertheless, it takes almost 3 hours by train to get there. In addition, there is only one non-stop train a day on this route, which departs from Płock... at 4:30 AM. Not surprisingly, most residents choose the car. Our investment will mean that many more passengers will use the railway
The High Speed Rail planned as part of the STH is a step forward for the Polish railway infrastructure and a huge benefit for passengers. The winners of this project will include the inhabitants of Płock, who will finally start using comfortable and fast trains. Currently, mainly railbuses run from Płock, for example to Kutno and Sierpc. It has only been a year since the inhabitants of this city can travel by train directly to Gdańsk and Katowice
What will be the benefits for the passengers? Once this section has been built, the time of travel by train from Płock to Warsaw will be reduced to 45 minutes (today it takes almost 3 hours to travel by train), and from Włocławek – to 1 hour 5 minutes (now it takes at least 2 hours). It will take time to get to the Solidarity Port – after the construction of “spoke” No. 1: 30 min. from Płock and 50 min. from Włocławek.
Last December, the railway line from the STH junction through Płock and Włocławek, for which we are now starting work on the Feasibility Study, was included in the TEN-T network update project, i.e. on the list of priority EU investments. This is very good news, which opens up an opportunity for our company to successfully apply for further EU funds
As part of the FS, the contractor shall deliver to the STH Company, among others, traffic forecasts as well as analyses — for instance, technical, environmental and multi-criteria analyses. The time to prepare the so-called Investor option, for which an environmental decision will then be obtained, is 12 months. The contract will be longer because its scope will also include, among others, geological surveys, including documentation and maps for design purposes. The next stage — after completion of the FS — will include, among others, development of the conceptual and building permit designs.
I am pleased that we are participating in the work to extend the Central Trunk Line northwards, which has been planned since the 1970s. This is another necessary component of the HSR system. The subsequent infrastructure quality depends on the planning and design documentation, so the experience of our staff will be very useful
Ultimately, the Northern Central Trunk Line, i.e. STH Spoke No. 1, will be extended with a new route to the Tri-City. For Płock, the travel time to Gdynia will then be 1 hour 40 minutes (currently at least 5 hours), and for Włocławek – 1 hour 20 minutes. Thanks to this investment, train travel time to Toruń and Bydgoszcz will also be significantly shortened.
In the coming months, the STH company plans to hold up to 150 consultation meetings with local government officials, residents and industry partners in the communes between the STH hub, Płock and Włocławek. According to schedules, the first construction works on this section are due to start in 2024. The entire high-speed section should be operational by the end of 2029.
The STH Railway Programme #KolejNaPolske provides for the construction of 344 km of new railway lines in the Mazowieckie Voivodeship by the STH company and the modernisation of 654 km of existing lines by PKP Polskie Linie Kolejowe. In Kujawsko-Pomorskie Voivodeship it will be: 168 km of new lines and 233 km to be rebuilt respectively.
So far, the STH company has developed feasibility studies for 9 railway investments in different parts of Poland. After signing the 10th contract – for the section: STH Junction – Płock – Włocławek, the total length of lines covered by preparatory works is almost 1,300 km.
The STH company is preparing the construction of 12 railway routes, including 10 so-called spokes from various regions of Poland to Warsaw and the new airport. In total, there are 30 investment tasks and nearly 1,800 km of new railway lines to be completed by the end of 2034.
