The second stage of strategic consultations with industry partners – carriers, infrastructure administrators, handling companies, cargo operators, freight forwarders, fuel suppliers etc. – has been scheduled, by the STH enterprise, for July. The number of participants is set to increase in comparison to the previous stage of consultations.
The number of partners participating in consultations will be expanded with additional groups such as distribution network administrators, providers of new technologies and smart infrastructural solutions. Negotiations will concern more detailed issues. We will move on from discussing the general demand for infrastructural components, to agreeing their specific parameters.
We attach great importance to consultations with industry partners. We want to make sure that the STH meets the expectations of future users, suppliers and business partners. We believe that building an efficient airport is impossible without talking to other companies and listening to those who will be using the airport and providing it with products and services.
That is why consultations will continue in the future. Each entity participating in the Stakeholder Forum will be able to declare its expectations and needs regarding the infrastructure of the prospective airport. Thanks to additional stages of strategic consultations, we will obtain the knowledge required to commission a general plan for the Solidarity Airport, which we are planning to do this year.
We note that in mid-April, the STH enterprise commenced the process of strategic arrangements with industry partners (carriers, infrastructure administrators, handling companies, cargo operators, freight forwarders, fuel suppliers etc.).
Participants in the STH Stakeholder Forum include such entities as LOT Polish Airlines, Polish Air Navigation Services Agency, Polish Post, Orlen, LOTOS, PERN, the Border Guard, LOT AMS, LS Airport Services, LS Technics, Welcome Airport Services, National Tax Administration, Polish Hotel Holding, the General National Roads and Motorways Authority, FedEx, DHL, UPS and TNT Express.
At the inaugural meeting, which featured over 60 representatives of businesses and institutions interested in the project, the STH project sponsor described the principles of the concept of the prospective airport (consistent with the attached diagram), discussed the scheduled stages of the project, showed a working block diagram of the implementation of the project and assumptions made by the STH enterprise as to the formula and scope of collaboration. All businesses invited to the meeting were given time to submit their comments and expectations.
We have concluded gathering requests as part of the first stage of strategic consultations. We received over 400 comments and proposals concerning the infrastructure of the prospective airport relating to airplane, passenger, baggage and cargo services, technical facilities etc. Businesses are happy that the STH project sponsor is already consulting the assumptions underlying the project at this early stage. All comments will help us prepare the design assumptions of the airport.
We hope to select a strategic and technical consultant – an international entity with experience in implementing projects involving the design, construction and management of air transport hubs by the end of the current year. The consultant will be responsible for collaborating with the STH enterprise and providing it with expert guidance on an ongoing basis.
By the end of this year, the STH will also commission a general (master) plan – one of the most important documents in the process of airport planning and even more expansive and critical when planning greenfield projects. The plan describes the proposed development of the airport, usually over a period of more than 20 years. It contains a number of feasibility and strategy studies such as air traffic projections, dimensioning of the planned infrastructure and its initial location plan, staging of construction works, plan of airspace organisation, strategy of ensuring access to the airport, strategy of sustainable development and impact on local communities as well as a detailed business model of the prospective airport.
A so-called Private Investor Test (PIT) was carried out this year by one of the big four consulting companies which showed that the rate of return on the airport component of the project exceeds 10%. The PIT specifies such factors as the basic parameters of the project and verifies economic arguments in its favour. The results show that the construction of the STH is economically viable from the point of view of a potential private investor.
