A flood of companies willing to build the Solidarity Transport Hub. Market leaders compete for the STH contract

As many as twenty-six companies from all over the world have submitted tenders in the procedure for the contractor for preparatory works at the Solidarity Transport Hub site. Among them there are national leaders and large companies from Spain or Turkey, among others. The estimated contract value is over PLN 1.7 billion.

The aim of the open tendering procedure is to select eight contractors to be contracted by the STH to perform individual tasks (preparatory works at the Solidarity Transport Hub site) under simplified executory procedures.

19 tenders were received – from 6 consortia (consisting of a total of 13 entities) and 13 companies acting alone. These are the largest construction companies in Poland and large companies from Europe and Asia, experienced in large infrastructure projects. A full list of companies that submitted tenders can be found on the SmartPZP Platform of the STH.

The market has responded positively to our concept of working with contractors under framework agreements. This is a good sign. Tenders were submitted by established contractors with extensive domestic and international experience. Contractors have rightly chosen to invest in building long-term relationships based on credibility and trust. As with other framework agreements, in the first stage of the procedure, after checking the formal criteria, we will mainly take into account the experience, financial and economic capacity and resources of the tenderers. However, the price and delivery time will play an important role in the executory contract procurement procedures

The scope of the contract includes preparatory works for the construction of the airport, i.e., among others, ground levelling, development of the construction site, construction of temporary facilities, demolitions, connections to the civil engineering infrastructure network for the needs of the investment and other works that do not require preparation of building plans.

The contractors' tasks will also include: submitting notifications of construction works, geodetic works and preparing as-built documentation. The contract also includes numerous accompanying works and services, such as preparing design documentation and technical specifications for the execution and acceptance of construction works, as well as obtaining administrative decisions, arrangements and opinions necessary to carry out the investment

In accordance with the public procurement law, the last formalities must be completed before the procedure is concluded. Appeals which may affect the extension of the procedure may be lodged in the procedure. The final step will be to sign a framework agreement with each of the selected companies.

The STH company is consistently meeting its schedule and aims to start preparatory works on the airport site in 2023, as planned. The scope and time limits of subsequent activities will be adjusted to the processes of obtaining administrative decisions and acquiring further real properties by the STH. The completion of the preparatory works should coincide with the start of the main works. This will reduce delivery times and maintain the proper pace of the investment process.

The framework agreement for construction works is another major tender of the STH company. In October 2021, a procedure for designing railway investments worth over PLN 7 billion was announced. And in January this year, a tender procedure was launched for a contract engineer, i.e. an entity which, on behalf of the STH company, will supervise individual stages of investment in the railway programme. The estimated value of this agreement is PLN 2.5 billion.

In December last year, the company announced its preferred location of the airport. It covers an area of approximately 41 sq km within the area of three communes: Baranów, Teresin and Wiskitki.

The Solidarity Transport Hub, as part of the first stage, will have two runways, each 4,000 m long. In the airport part, the investment is at the stage of advanced environmental and terrain studies, preparation of a Master Plan and purchase of real properties, and in the railway part – at the stage of preparation of feasibility studies (FS) for approx. 1,300 km of planned lines (e.g. Warsaw-STH-Łódź-Wrocław-Czech border) and a building permit design for a long-distance tunnel in Łódź.
